| 居家照护是破解失能老人养老困境的关键,但有限的居家照护资源供给和无限的照护服务需求之间存在诸多风险因素,严重影响失能老人生活质量与安全。本研究从失能老人的定义与分类、失能老人居家照护意义与类型、失能老人居家照护面临的个体因素、家庭因素、照护者因素、社会因素及失能老人居家照护的风险评估等方面进行系统梳理。并基于风险识别、风险预警及风险防控三维度提出干预措施,如建立建立失能老人照护需求表达系统、搭建失能老人居家照护预警平台、构建专业化的照护服务培训体系及提高社会支持保障力度,以期为相关政策制定和实践提供参考。 |

| Home-based care is fundamental to addressing the elderly care dilemmas faced by disabled older adults. However, various risk factors arising from the tension between the limited supply of home care resources and the inexhaustible demand for services significantly undermine the quality of life and safety of this population. This study systematically reviews the definition and classification of disabled elderly individuals, the significance and modalities of home-based care, and the specific risk factors—including individual, familial, caregiver, and societal dimensions—alongside risk assessment methodologies. Furthermore, an intervention framework is proposed across three dimensions: risk identification, risk early warning, and risk prevention and control. Proposed strategies include establishing a formal demand-expression system for disabled elderly care, developing home-care early warning platforms, constructing professional caregiver training systems, and strengthening social support mechanisms. These insights aim to provide a theoretical and practical reference for policy formulation and elderly care practices. |
